This Request for Proposals (the “RFP”) is an invitation by The Corporation of the Town of The Blue Mountains (the “Town”) to prospective municipal-focused proponents to submit proposals for the development of a Corporate Strategic Plan for 2025 - 2027, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). 

The purpose is to create a Corporate Strategic Plan for 2025 - 2027 (the “Project”) that:

1. Reassess and confirm the Town’s vision, mission and values; 
2. Establishes the Town’s strategic priority areas based on community input, data and best practice research;
3. Meaningfully considers public input through a comprehensive public engagement campaign and by leveraging existing public feedback shared; 
4. Reflects the priorities and direction of Council, with buy-in and endorsement from across the Town and community, including key stakeholders;
5. Incorporates the Town’s many financial and operational commitments; 
6. Takes into consideration major social and economic issues facing communities and municipalities in Ontario; 
7. Strategically positions the Town to be a leading community, offering a high quality of life for residents and businesses, and a leading tourism experience for visitors; and 
8. Establishes clear key performance indicators (“KPIs”), including the launch of a corporate performance dashboard to track the progress of the Project implementation.
