This Request for Prequalification (“RFPQ”) is an invitation by The Corporation of the Town of The Blue Mountains (the “Town”) to prospective Respondents to qualify for eligibility to provide general contracting services in support of the Mill St. Sanitary Pumping Station Forcemain and Bay St. East Reconstruction as further described in Section A of the RFPQ Particulars (Appendix A) (the “Deliverables”).

The Town is in the process of completing the detailed design for the reconstruction of Bay St. East in Thornbury which will consist of urbanization, the installation of a new sewage force main servicing the Mill Street sanitary pumping station, installation of a new treated effluent outfall from the Thornbury WWTP to the Bay,  replacement of watermains and sanitary sewers and, installation of new storm sewers along the project alignment. Reinstatement of the surface will include asphalt paving, concrete curbs and localized sidewalks. 

THE WORK WILL INCLUDE:

1. Reconstruction of Bay Street East from Mill St. to Grey St. North including removal of one leg of Bay St. East near Elgin St. (900 metres).
2. Reconstruction of Elgin St. from Bay St. East to Bay St. East (35 metres).
3. Reconstruction of Grey St. North from Bay St. East to King St. (Highway 26) including utility crossings of Highway 26 (230 metres).
4. Reconstruction of Grey St. South from King St. (Highway 26) to the Thornbury Wastewater Treatment Plant (200 metres).

In total, the reconstruction covers 1,265 metres of local roads in the Town of Thornbury and includes replacement of:

• 1,550 metres of sanitary forcemain
• 380 metres of effluent outfall pipe
• 990 metres of sanitary sewer
• 1,130 metres of storm sewer
• 1,000 metres of watermain
• 3,700 metres of curb
• 370 metres of sidewalk
• 50 sanitary, storm and water services

The Work is scheduled to occur over two construction seasons starting in June 2025 and concluding in November 2026.
