This Invitation to Tender (the “ITT”) is an invitation by The Corporation of the Town of the Blue Mountains (the “Town”) to Prequalified Contractors and Subcontractors to submit bids for Mill Street Sewage Pump Station Upgrades as further described in Section A of the ITT Particulars (Appendix B) (the “Deliverables”). 

Located between the Niagara Escarpment and the shores of Georgian Bay, the Town of The Blue Mountains is recognized as a premier four‑season destination offering a lifestyle as diverse as its natural surroundings. The project includes upgrades to the Mill Street Sewage Pumping Station (SPS). The following is a general, but not necessarily complete description of the Works to be constructed under this Contract:

The Mill Street SPS Upgrades include site works such as:

• Temporary By-Pass Pumping and Controls, isolating the existing facilities from the incoming Raw Sewage Flow.
• Coordination and supply of temporary power and phasing of the new works.
• Removal/Disposal of the existing electrical and mechanical equipment servicing the pumping station.
• General building refurbishment and renovations
• Construction of a pump station building extension attached to the existing building.
• Construction of a new wet well and expansion of the existing dry well. 
• Construction of all new electrical equipment, appurtenances, emergency generator, and ATS, as well as PLC and controls for the upgraded pumping station.
• Supply and installation of all new raw sewage pumps, piping, valves, and appurtenances.
• Construction of new building mechanical upgrades.
• Provision of a new solar photovoltaic power installation.
• Coordination and connection of the new Works to the existing wastewater forcemains.
• Work covered by the Contract documents includes Construction and Commissioning of the facility per Section 01 91 13 – Commissioning Requirements and the CCDC General Conditions, Supplemental General Conditions, and the Division 01 Contract documentation requirements.
• Provision of Demolition and Decommissioning of the Sewage Pumping Station located at 50 Elgin St. North, Thornbury, Ontario.  Demolition works to begin after Phase 1 of the Bay Street Reconstruction Project (2025-29-T-OPS) is completed.  The Contractor shall submit a Decommissioning Plan to the Contract Administrator for review 4 weeks prior to commencement of the Work.  Refer to the WT Infrastructure Drawings DS.1 – DS.3, Issued for Tender, dated December 19, 2025.
