This Request for Proposals (the “RFP”) is an invitation by The Corporation of the Town of The Blue Mountains (the “Town”) to prospective proponents to submit proposals for Development of an Excess Soil Re-Use Plan, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). The Town of The Blue Mountains is Canada’s second fastest growing municipality and serves as home to over 9,300 full-time residents, with an extensive part-time and seasonal population. Recognized as Ontario’s true four-season tourism and recreation destination, The Blue Mountains welcomes an additional 2.5 million visitors annually and offers a high-quality lifestyle that caters to families looking to build a solid foundation, adventurers looking to go off the beaten path and relaxation seekers taking in and experiencing the very best the area has to offer. Built on a strong foundation of agriculture and tourism, the success of the local economy has been driven largely by innovation and entrepreneurship across the sectors of agriculture, tourism, construction, small business and hospitality and service. The engineering assignment is to complete a review of the Town Pit and Disposal Site instruments within the context of importing excess soils for Pit rehabilitation, Pit closure and beneficial use within the Disposal Site. The engineering firm, lead by a Qualified Person, is required to develop a plan that works to manage infrastructure related project soils, Pit closure and Disposal Site operations.
