This Invitation to Tender (the “ITT”) is an invitation by The Corporation of the Town of the Blue Mountains (the “Town”) to prequalified bidders to submit bids for General Contractor Teams for the Thornbury Wastewater Treatment Plant Phase 1A Expansion, as further described in Section A of the ITT Particulars (Appendix B) (the “Deliverables”). The Town is undertaking upgrades to the Thornbury Wastewater Treatment Plant (TWWTP) to increase the current rated capacity from 3,580 m3/d to 5,330 m3/d. The TWWTP is located at 2 Grey Street South, Thornbury, Ontario. The TWWTP receives pumped wastewater from the Mill Street Sewage pumping station and the Lakeshore Sewage pumping station through forcemains. TWWTP is an extended activated sludge system with screening, grit removal, aeration, secondary clarification, and ultraviolet (UV) disinfection prior to discharge to the Beaver River. There are three existing lagoon cells at the TWWTP where the waste activated sludge is pumped for further stabilization. The lagoons are also used for emergency plant bypass conditions and to handle peak flows. IBI Group has been retained by the Town to carry out engineering and construction services for the Phase 1A Expansion.
