This Request for Proposals (the “RFP”) is an invitation by The Corporation of the Town of The Blue Mountains (the “Town”) to prospective Proponents to submit proposals for Supply and Delivery of Secondary Clarifier Equipment for the Thornbury Wastewater Treatment Plant Expansion Phase 1A, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). The Town is undertaking upgrades to the Thornbury Wastewater Treatment Plant (TWWTP) to increase the current rated capacity from 3,580 m3/d to 5,330 m3/d. The TWWTP is an extended activated sludge system with screening, grit removal, aeration, secondary clarification, and disinfection prior to discharge of the treated effluent to the Beaver River. There are two secondary clarifiers currently being utilized to achieve the liquid-solid separation process. The existing secondary clarifiers are equipped with organ pipe style mechanisms. The Town has identified several issues associated with the riser style clarifier mechanism such as plugging of the riser pipes and the RAS piping. To address these issues the Town wishes to replace this system. Therefore, the internals of the two existing secondary clarifiers will be replaced with new internals. Additionally, to accommodate the increased capacity, a third secondary clarifier will be constructed as part of the Phase 1A expansion. The new secondary clarifier will be configured similarly to the modified existing secondary clarifiers so that all clarifiers will have similar components and will operate in the same manner.
