This Request for Proposals (the “RFP”) is an invitation by The Corporation of the Town of The Blue Mountains (the “Town”) to qualified proponents to submit proposals to the Corporation of the Town of The Blue Mountains (the “Town”) for Consulting Services for a Human Resources Strategic and Workforce Development Plan, as described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). Located between the Niagara Escarpment and the shores of Georgian Bay, the Town of The Blue Mountains is recognized as a premier four-season destination offering a lifestyle as diverse as its natural surroundings. Whether establishing roots, seeking adventure, or enjoying relaxation and wellness, the community provides an exceptional quality of life. The Town is home to more than 9,300 full-time residents and welcomes approximately 2.5 million visitors annually, along with a significant part-time and seasonal population. It offers small-town charm supported by modern services and amenities. The local economy is shaped by agriculture, manufacturing, tourism, recreation, and a strong entrepreneurial spirit reflected in a dynamic business community. This Request for Proposal is being issued for the services of a qualified consulting firm to assist in the development of a five-year Human Resources (HR) Strategic and Workforce Development Plan that will ensure that HR is positioned well to lead/support the organization into the future. The Strategic and Workforce Development Plan will provide a roadmap that aligns to the strategic direction of the Town, identifies the HR strategic priorities, best practices and continuous improvement strategies, and determines the HR staff resources, systems, and technology required to support the long-term and evolving needs and priorities of the Town from a human capital perspective. |
