This Request for Proposals (the “RFP”) is an invitation by The Corporation of the Town of The Blue Mountains (the “Town”) to prospective municipal-focused proponents to submit proposals for Consulting Services for the Community Improvement Plan Review and Update, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). The Town is seeking a Consultant to review the Town’s two existing Community Improvement Plans (CIP), being the Town-Wide Revitalization CIP and the Housing Within Reach CIP, and to develop a new, consolidated and comprehensive Community Improvement Plan. The new CIP will focus on strengthening affordable and attainable housing incentive programs, supporting local businesses, and diversifying the economic base through innovative initiatives that address the current economic challenges impacting both housing affordability and economic sustainability within the Town. This may include new and innovative funding programs, revisions to the existing funding limits and re-evaluating the addition or removal of specific grant programs. The new CIP and its associated programs must align with the Town’s updated Corporate Strategic Plan, expected by the end of 2025, to ensure consistency with Council’s identified priorities and goals. The Town of The Blue Mountains is Canada’s second fastest growing municipality and serves as home to over 9,300 full-time residents, with an extensive part-time and seasonal population.
