This Request for Qualification (“RFQ”) is an invitation by The Corporation of the Town of The Blue Mountains (the “Town”) to prospective Respondents to qualify for eligibility for a Campus of Care Development Opportunity as further described in Section A of the RFQ Particulars (Appendix A) (the “Deliverables”). The Blue Mountains is Canada’s second fastest-growing municipality and serves as home to over 9,300 full-time residents, with an extensive part-time and seasonal population. Recognized as Ontario’s true four-season tourism and recreation destination, The Blue Mountains welcomes an additional 2.5 million visitors annually and offers a high-quality lifestyle that caters to families looking to build a solid foundation, adventurers looking to go off the beaten path, and relaxation seekers taking in and experiencing the very best the area has to offer. Built on a strong foundation of agriculture and tourism, the success of the local economy has been driven largely by innovation and entrepreneurship across the sectors of agriculture, tourism, construction, small business, and hospitality and service. The Subject Lands are envisioned to deliver an inclusive and fully integrated Campus of Care and liveable community, which would include approximately 160 long-term care beds, an equivalent number of attainable employment housing units, other forms of medium-density housing, and related liveable amenities, such as childcare, convenience merchants and potential community spaces. Concurrent with the development of 125 Peel Street, the Town is currently initiating the design and engineering project that will provide the full servicing capacity for the Community Campus of Care Project and for the future development of the Secondary Planning Area. Servicing infrastructure shall include Municipal Water and Wastewater Services, and Stormwater Management. It will also consider Hydro, Natural Gas, Telecommunications, and High-Speed Internet Fibre. The selection process has been designed to motivate the chosen developer to implement innovative solutions that will fulfill or exceed the Town’s desired outcomes. The Town hopes to achieve the following outcomes through the sale and re-development of 125 Peel Street South:
