| Description: |
This Request for Proposals (the “RFP”) is an invitation by The Corporation of the Town of The Blue Mountains (the “Town”) to prospective proponents to submit proposals for Value Engineering Services for Craigleith Wastewater Treatment Plant (CWWTP) Improvements, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). The Town of The Blue Mountains invites proposals from qualified consulting firms to complete an independent Value Engineering (VE) review of the 30% design reports for proposed wastewater treatment plant upgrades and associated linear wastewater works located within an existing municipal right-of-way. The Consultant will review available design, technical, operational, cost, schedule, environmental, and approvals information; facilitate a multidisciplinary VE workshop; identify and evaluate practical alternatives; and prepare a prioritized report identifying recommendations to improve capital efficiency, lifecycle value, constructability, maintainability, operational reliability, regulatory compliance, resiliency, and project delivery outcomes. The assignment must address the unique requirements of an operating wastewater treatment facility, including live-plant construction, treatment continuity, redundancy, operator safety, commissioning, and integration with existing systems. The assignment must also address the constraints associated with linear construction in an existing ROW, including utility conflicts, traffic management, property access, groundwater/dewatering, construction staging, restoration, environmental protection, and long-term maintenance access. The final deliverable will be a VE report containing a documented alternatives register, preliminary order-of-magnitude cost and lifecycle implications, implementation requirements, risk assessment, and clear recommendations for incorporation into subsequent design phases. Located between the Niagara Escarpment and the shores of Georgian Bay, the Town of The Blue Mountains is recognized as a premier four‑season destination offering a lifestyle as diverse as its natural surroundings. Whether establishing roots, seeking adventure, or enjoying relaxation and wellness, the community provides an exceptional quality of life. The Town is home to more than 9,300 full‑time residents and welcomes approximately 2.5 million visitors annually, along with a significant part‑time and seasonal population. It offers small‑town charm supported by modern services and amenities. The local economy is shaped by agriculture, manufacturing, tourism, recreation, and a strong entrepreneurial spirit reflected in a dynamic business community. |
