The Town is seeking to retain the services of consulting firms for engineering assignments on an “as and when requested” basis under a Standing Offer Agreement (SOA).  The Town will list those firms that best meet the qualifications in each of the specialized disciplines or categories outlined in the Request for Standing Offers (RFSO).  Only those firms submitting in response to this RFSO will have the opportunity to be listed.  The Town will review consultants’ qualifications and select firms using the criteria described in the RFSO.   Selection of a Consulting firm does not provide any guarantee of assignments.

The Town’s goal of implementing the Engineering Support Services SOA is to shorten project cycle times, decrease project costs and provide “best-fit” matching flexibility for engineering assignments while complying with the provisions of the Town’s purchasing and procurement policies.

Engineering Service Categories:

1. 1. Transportation Planning & Traffic Engineering
   2. Electrical & Mechanical Engineering
   3. Water Resources Engineering (including water distribution system modelling)
   4. Geotechnical Engineering (including Investigation and Construction Materials Testing Services)
   5. Structural Engineering
   6. Environmental Site Assessment, Archaeological & Heritage Assessment
   7. Professional Land Survey, Geomatics and Utility Contract Services (including Ontario Land Surveyor)
   8. Environmental Engineering (more specifically towards landfill sites – closed and open)
   9. Engineering Standards review and update

The Town wishes to retain at minimum two (2) Engineering Consulting firms per Category to provide engineering support services for a contract period of two years with the option to extend for an additional two one-year periods. The assignment of work among the selected Engineering Consultants retained will be at the sole discretion of the Town. The cost of the services provided will be paid on an hourly basis or at a negotiated upset cost estimate based on an agreed work plan for a particular assignment having a value of less than $25,000 per project or assignment.
